Competition II prize

The proposed building connects itself step by step with its neighbours – the taller side aligning with Building I-3, while the lower side descends towards the substation. This creates a spatial transition that opens an important view corridor from Telliskivi Street towards Toompea and the Stenbock House.

The stepped form is more than a play of volumes – it echoes the quarter’s history, shaped by fragmented and diverse layers. An airy two-storey addition in the courtyard densifies the central open space, enriching the public realm and giving it a new rhythm.

The façades reinterpret the area’s industrial heritage while speaking in today’s architectural language. Limestone, Corten steel and thermo-treated wood form an honest and rigorous surface.

Public spaces on the ground floor, offices above, and generous terraces connect the building actively to the city. The result is an environment that is both functional and poetic – a continuation of Telliskivi Quarter’s distinctive and ever-evolving whole.
